Have you ever won a piece of work that you knew you’d won before the proposal was written?

If I ask this in a proposal writing training session, I already know what will happen. Most of the hands go up…and a few lightbulbs go on.

If you already knew you’d won it, the proposal was confirming the work more than winning it. Which begs the question - why do we all put so much effort into writing proposals?

What a proposal is actually for

Most consulting proposals are written as though they have to persuade someone. They open with the firm’s credentials, sharing a dozen ways your firm is amazing and your people are brilliant.

When I was at Bain, it was striking how consistently our proposals began with a long section on “Why Bain?”. In that context it made some sense. Bain’s brand carries an enormous amount of weight and the credibility was - in large part - what they were buying, so leading with it gave confidence.

For a boutique or mid-size firm, the game is different. You have to prove you understand the client’s problem in depth before they will give any real attention to who you are or how you might help. Put bluntly - they don’t care about you, or your firm. They care about the problem or opportunity in front of them, that they don’t see a way to tackle.

This is why a good proposal gets straight into the client’s world, not yours. It talks about their problems, the unique issues they face, and the outcomes they want to get to. And you can’t share any of that unless you’ve had a well structured, deep, conversation first.

The selling happens in dialogue, in the questions you ask, the way you frame the problem, and the moment where the client hears their own situation described better than they could describe it themselves. The document exists to make saying yes easy: to give the champion something they can take to a budget holder, to a procurement team, or to a board.

Write a proposal without that discussion and you are guessing. Worse - you’re leaving the client guessing. A proposal that surprises the reader was written too early, and leaves you open to either a bunch of misunderstanding, or a race to the bottom on price.

To avoid this, I’ve developed Five Principles of Great Consulting Proposals. This is as much a mindset shift in the sales process as it is about the document itself. Let’s dive in.

The Five Principles of Great Consulting Proposals

I’ve written some terrible proposals in my time. But over the years I’ve refined a set of principles that now work consistently - and we often get compliments from prospects on the quality of our own proposals. We also use these proposal principles in our sales training for consultants. They are tried-and-tested:

A proposal confirms, it does not sell.
Design for an easy yes. In practice this means a discipline about when you write, not just how. Get conceptual alignment first, verbally, and use the proposal document to confirm what’s been agreed. As part of this you must uncover who is actually making the “yes” decision.
Tell the story in their words, leading with value.
Open with their situation and where they want to get to, described the way they would describe it, before you mention your firm or your method. The most common failure I see is a proposal that leads with ‘here’s all the ways we’re great!’. If the first two pages could be sent to any client in your sector, start again. When you do come to talk about your firm, maintain focus on the specific things that matter to this specific client.
Make the value concrete, and expansive.
It’s rare for a consulting proposal to quantify the value you’ll deliver, but this is getting increasingly important as pricing models shift to be more outcome-based. When firms do make a concrete value promise it often stops at the immediate operational benefits. Push further: what changes at the level of the business, and what changes culturally? How will they know these things are changing? Naming your own success criteria puts you on the hook to deliver it - which is why it builds trust so much.
Give them a meaningful choice.
A single option turns the decision into yes or no. Three options turn it into “which one shall we choose?” But they have to be genuinely different routes to the same destination, not the same thing in three sizes. If your options differ only by price you’re falling into a budget discussion, not a ‘best way forwards’ discussion.
State what you need from them.
Most consultants leave this out because it feels presumptuous. In reality it’s the opposite. Setting out what the client needs to do shows you know what it takes to deliver value. And it goes someway to mitigating the onboarding and project initiation risks that so often derail a carefully designed project plan.

My go-to proposal structure

Here is how we apply these principles to a proposal document - whether a classic powerpoint, or the AI-enabled HTML proposals we write now. Using this same basic structure I’ve won projects from £10k up to seven figures.

Their situation, and where they want to get to. What is going on, why it matters now, and the outcome they are after, described the way they would describe it.
Your point of view on the problem. What you believe about this kind of challenge and why. Fold in only as much about your firm as this particular problem justifies - the goal is to help them understand the problem with more clarity than they have before. This is where you earn the right to be listened to.
The overall shape of the solution. The programme or engagement that solves the problem they have described: its scope, its phases, and the logic holding it together.
Three ways to get there. Options within that shape. Same destination, different routes, and the conditions that indicate which works best (with your recommendation on the best fit for them).
The value case, and how success will be measured. Layered benefits, and metrics you are willing to be held to. Must include some third-party proof points - other clients who faced similar situations, or your track record of taking clients on this journey multiple times.
Who does what. The named people on your side, and what you need from theirs: sponsorship, access, data, decisions.
Next steps. Clear actions with owners and dates. Make it easy to maintain momentum.

Treat that as a sequence rather than a checklist. Some engagements need a single page on the value case and fifteen on the approach. What matters is that sections one and two come before section three, so the client sees their own problem before they see your method.

Adapt this to the sales process you are in. A formal RFP or a procurement portal will dictate a structure and a scoring matrix - it’s usually better to stick with that (but be aware that your initial submission will likely be AI-reviewed, and write accordingly).

A note on AI proposal tools

I mentioned we write AI-enabled HTML proposal now. We built a tool using Claude to do this, and it has helped a lot. A good tool will raise the floor on structure, completeness, and polish, and it will do it fast. What it cannot do is judge whether you have earned the right to write yet, or supply the understanding of the client that principles two, three, and four depend on. Generic context in, generic proposal out. Tread carefully with your balance of efficiency and effectiveness.

The acid test

Take your last three proposals and score each against five questions:

Did you have alignment before you wrote it?
Does it open in their world or yours?
Is the value case concrete and layered?
Are the options genuinely different?
Does it say what you need from them?

Start to spot some patterns, and consider what a great proposal looks like for your clients and your solutions. If you are looking at your win rate and thinking you might need some help I would be glad to talk it through. Book a 30-minute call or drop me a note.
